They are all ranked in the first seed team and will compete for the European championship in the main match next June. In addition, 16 teams will play off in March next year to compete for the remaining four regular places.
The European Cup qualifiers are divided into 10 groups, with the first two of each group directly qualifying for the main match, and the third one of each group entering the play off. The 21 out of line teams in the European Cup qualifiers will be divided into four seed teams according to their points, goal difference and other indicators, and the main match will be divided into groups for drawing lots. The following is the list of the seed teams of each level:
- First gear: Belgium, Italy, England, Germany, Spain, Ukraine
- Second gear: France, Poland, Switzerland, Croatia, Netherlands, Russia
- Third gear: Portugal, Turkey, Denmark, Austria, Sweden, Czech Republic
- Level 4: Wales, Finland, the winner of the play off group A, the winner of the play off group B, the winner of the play off group C, and the winner of the play off group D
The 16 play off teams in the European Cup qualifiers will be divided into four groups according to their performance in the national league for the draw of the play off. The following is the list of teams:
- Group A: Iceland, Bulgaria, Hungary, Romania
- Group B: Bosnia and Herzegovina, Northern Ireland, Slovakia, Ireland
- Group C: Scotland, Norway, Serbia, Israel
- Group D: Northern Macedonia, Kosovo, Belarus, Georgia
The play off of the European Cup qualifiers will be held on March 26 and 31 next year. The two semi-finals and one final of each group will determine the four teams that qualify. The group draw of the European Cup will be held on November 30 next year, and the European Cup will be held from June 12 to July 12 next year. There are 24 teams in total, divided into 6 groups, and the group matches and knockout rounds will be held to finally decide the European championship.
