There are 24 teams participating in this European Cup, which are divided into 6 groups, with 4 teams in each group. In the group stage, each team will have a single round robin match with the other three teams in the same group. 3 points will be given for victory, 1 point for draw and 0 point for failure. After the group competition, the top two teams of each group and the third team of the four best teams, a total of 16 teams, will advance to the knockout stage.

If there are teams in the group with the same points, the teams that qualify will be determined in the following order:

1. In front of the ranking list of multiple points in mutual competitions;
2. The players with more than one net goal in the competition rank first;
3. The players who score many goals in mutual competitions rank first;
4. If after comparing the above three items, it is still impossible to score high or low, or more than two teams have the same points, then the teams that can be ranked first will be excluded, and the remaining teams will continue to compare the following items:
5. The players with more than one goal difference in all competitions in the group match rank first;
6. In all competitions of the group match, those who score more than one goal rank first;
7. In all competitions of the group match, the scores of many away goals rank first;
8. The winners of all competitions in the group match ranked first;
9. The number of away victories of all competitions in the group match ranks first;
10. Those who score higher in fair competition in all competitions of the group competition rank first (3 points for direct red card, 3 points for indirect red card, 1 point for yellow card, and 4 points for two yellow cards changing into red card);
11. If it is still unable to score high or low, it will be ranked according to the rankings of relevant teams in the League of European Nations in 2022-23.

When comparing the ranking of the third place among different groups, the teams that qualify will be determined in the following order:

1. In front of the ranking column of multiple scorers;
2. The players with more goal difference rank first;
3. The players who score many goals rank first;
4. Those who score high in fair competition rank first;
5. UEFA ranked top.
